The lush tropical forest and rust-red elevations of Lote, located on India’s west coast, give way to a small hill where a industrial facility stands against the sky.
This industrial unit is almost brand new, but its equipment is far from new: it comes from the former Miteni factory in Vicenza, Italy. Miteni closed down in 2018 after among the most severe environmental scandals in the country’s recent history: after years of manufacturing persistent PFAS compounds, the firm’s leadership was prosecuted for contaminating water sources in an area inhabited by 350,000 residents. In June, previous company leaders were found guilty at the Vicenza court of causing environmental pollution and other charges and sentenced to jail, which they are expected to appeal against.
Understanding PFAS: Toxicity Levels and Exposure Routes
Nevertheless, the entire operational setup, its patents and methods – everything needed to manufacture forever chemicals – is now located at Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, wedged between villages and groves of trees. And the factory has recently begun to produce forever chemicals again.
Once known for its specialism in creating methods for specialty compounds, Miteni is now infamous for the harmful aftermath it bequeathed. In 2011, scientists found exceptionally elevated concentrations of PFAS compounds in the plant’s wastewater. Hundreds of thousands of residents had been exposed through potable water.
The worst-affected were Miteni’s own workers. Ilario Ermetti, 69, who was employed for years in its specialty chemicals division, showed among the top levels of Pfas ever recorded in blood samples. “After the facts emerged, I looked at a list of medical conditions related to PFAS, and discovered I had them all,” states Ermetti.
Elevated concentrations of Pfas in the blood are linked to higher chances of malignancies, heart conditions, liver and kidney damage, reproductive disorders and more. Ermetti is presently recuperating from a recent medical procedure.
Michela Piccoli, 51, a healthcare worker and campaigner with Mothers Against PFAS, began mobilizing after learning her children’s blood showed high levels of persistent pollutants. When she found out that Miteni’s proprietary information and machinery were being transferred to India, she was stunned.
“As mothers, as females, our concern has grown,” she said. “Since our kids are the children of all.”
After Miteni went bankrupt, its holdings were acquired in 2019 by Viva Lifesciences, a branch of the domestic chemical corporation Laxmi Organic Industries – the sole participant in the public auction. By the start of 2023, the complete machinery was travelling on freight ships heading to Mumbai. Meanwhile, Laxmi was boasting of its recent purchase to investors. Transcripts of shareholders’ meetings show that Laxmi’s management downplayed environmental concerns, with its chairman, Harshvardhan Goenka, declaring that Miteni was “operating lawfully according to EU regulations”.
Goenka is one of the three men on the board of Laxmi Organic the Italian branch, a company established in 2021. Another is Antonio Nardone, the final CEO of Miteni, who was found guilty of ecological offenses and false accounting at the recent court case and given six years and four months in prison. Per a former mid-level manager speaking on condition of anonymity, Nardone was traveling for work to India prior to the firm’s collapse.
While Laxmi purchased Miteni’s properties in June 2019, the ecological review for the construction of the plant in Lote shows that in March 2018 the company was already intending to start producing fluorochemicals compatible with Miteni’s offerings. Laxmi Organic Industries did not respond to inquiries.
By 2021, Laxmi’s strategy clearly outlined the objective to “acquire the customer base of Miteni” and become a leader in the production of PFAS and fluorochemicals. Shipping records show that, to get approval on the quality of the compounds, in 2024 Laxmi began distributing test batches to firms with previous commercial ties with Miteni, such as BASF, Chemours, DuPont and FMC.
Since early 2025, Laxmi’s site in Lote Parshuram has been fully operational, producing chemicals that will be utilized for pesticides, medicines, colorants, cosmetics and other products.
Studies have shown that levels of forever chemicals in the environment are worryingly elevated, particularly around production sites. But even though international attention is growing, in India the matter is not on the political agenda yet.
“If we look at the regulations, [Pfas] is absent in such guidelines. It’s unacknowledged by the national authorities currently,” said Rajneesh Gautam, an ecological scientist at the Swedish University of Agricultural Sciences. “Autonomous study teams across India have performed research in various regions. But this work are limited in scope, and there are still only a handful.”
Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was established in 1986, “the livelihood of fishing populations in this region totally deteriorated,” she said.
The industrial area is served by a shared effluent treatment facility that has been frequently criticized.
“Nearby communities have consistently reported that it’s malfunctioning,” said Dandekar. “When there is no electricity, a common occurrence in the countryside, the facility cannot function and industries discharge polluted water straight into the waterways.” Environmental authorities have sent multiple notices to the plant in the past few years.
In the EU, the European Chemical Agency is examining a plan to ban the manufacture, import and utilization of over ten thousand forever chemicals. This attention may be driving the industry to the developing nations, per Claudia Marcolungo, a legal scholar at the University of Padua. “I think that this matter should be examined, because the fact that Miteni’s operations, patents and equipment have been transferred to a nation like India should lead us to reflect, minimally, on the power that these multinationals have to move in nations where there is clearly a lowering of standards in terms of ecological safeguards.”
Miteni has shut down, but the firm’s harmful impact lives on – at the contaminated site in Vicenza, and in Lote. The medical effects associated with PFAS manufacturing are expected to impact populations that are already struggling with an unsafe environment for generations.
“That region has experienced sufficient ecological damage by now,” says Dandekar. “If more dangerous companies move in, it’s always a risk.”
