China Dispatches Coast Guard Ships to Diaoyu Islands During Dispute with Japan

Beijing has deployed its maritime law enforcement into the waters of the Senkaku islands and unmanned aerial vehicles past remote Japan's territory as China escalates strains over the Japan's leader's comments regarding Taiwan.

Rights Enforcement Activities

On Sunday, the Chinese coast guard stated that its ships carried out a “rights enforcement patrol” through the waters of the Diaoyu islands, which are administered by Japan but also asserted as territory by Beijing.

“China coast guard vessel 1307 formation performed surveillance within the maritime jurisdiction of the Senkaku islands. This was a lawful patrol operation undertaken by the China coast guard to protect its sovereign claims,” officials declared.

Bilateral Tensions

China and Japan have consistently clashed around the islands but the recent developments come amid an intensifying diplomatic spat after the Japanese prime minister, Sanae Takaichi, addressed lawmakers that if Beijing assaults democratically ruled Taiwan it might provoke a military response from Tokyo.

That provoked a furious reaction from China, which has indicated it demands a retraction from Takaichi.

Island's Stance

China claims the island as its sovereign land and plans to incorporate it under what it terms “unification”. It has not ruled out the military option. Taiwan’s government and citizens categorically refuse the prospect of Chinese rule – choosing to preserve the current situation without formally announcing independence, but vowing to defend themselves if necessary.

An attack or invasion by Beijing would threaten to spiral into a international confrontation, possibly drawing in the United States and other partner nations including Japan, which has land just 68 miles from the island.

Defense Operations

In Taiwan, the defence ministry said on Sunday morning that it had observed three dozen PLA planes, seven navy ships and one government vessel, which was likely the maritime patrol, operating around the territory over the previous day.

Official charts released showed up to three drones flying between Taiwan and the Japanese islands off its north-east coast, seeming to travel particularly close to Yonaguni. PLA movements there are not rare, but uncommon, and Chinese military activity in Taiwan’s air defence identification zone generally has been minimal in recent weeks.

Earlier this weekend, the defense officials said China had been carrying out another “joint combat patrol” to “harass the airspace and sea around us”. It added Taiwan had dispatched military assets to track the developments. Taiwan reports such Chinese patrols a couple of times a month as part of what Taipei says is an ongoing military pressure campaign.

Diplomatic Pressure

Japan has been experiencing increased strain from China since the Japanese official made her comments, with China’s consul general in the Japanese city prompting a formal protest from Japan by commenting that “the dirty head that sticks itself out must be cut off”.

China then summoned the Japanese ambassador for the first occasion since 2023, and China’s defence ministry declared that any Tokyo's involvement would be certain to collapse.

Warning for Citizens

On Friday, Beijing advised its people to avoid visiting Japan, prompting Tokyo to urge Beijing to take “appropriate measures”, though it provided no details.

Multiple carriers from China announced this weekend that flights to Tokyo could be cancelled without penalty.

In another escalation, Beijing's administration on Sunday urged its citizens to “carefully reconsider” studying in Japan, citing what it described as an unstable security environment.

Although not an outright prohibition, a dramatic reduction in the number of Chinese students could have a detrimental effect on Japanese universities. A historic high of over 336,000 international students were studying in Japan last year, according to official data. They included more than 123,000 Chinese students – by far the single biggest group.

Official Commentary

Late on Saturday, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “both reckless and fundamentally flawed”.

“A conflict between Japan and China would not be a limited skirmish; it would probably involve other powers, including the US, and could rapidly escalate to a major confrontation with unimaginable consequences.”

Strategic Positions

The government of Taiwan says the island's residents alone determine their destiny. Japanese leaders have previously avoided discussing the island openly when discussing such scenarios, maintaining a “deliberate vagueness” also preferred by Tokyo’s main security ally, the United States.

Nevertheless, China’s ruling Communist party says the unification of Taiwan with the People’s Republic of China is “unavoidable”, and casts any opposition to it as escalatory. As it moves towards being capable of military annexation, Beijing has also been increasing its political operations and its rhetoric towards the island.
